Health Physicist - Licensing and Regulatory Policy
The CFS Radiation Protection Team is responsible for the radiological safety of employees, the public, the environment, and property.
We are seeking a highly motivated and experienced Health Physicist to join our Radiation Protection Team. This role is pivotal in ensuring the safe and responsible operation of CFS's fusion energy research and development activities. The Health Physicist will focus on managing regulatory compliance, licensing, and related activities, supporting the broader team in maintaining a robust safety culture. This position involves expertise in both ionizing and non-ionizing radiation safety.
This team member will:
- Maintain and update a comprehensive regulatory compliance matrix encompassing all applicable federal, state, and local regulations relevant to CFS's operations
- Proactively identify potential regulatory changes and their impact on CFS's activities
- Work with the CFS Compliance team to conduct regular audits and assessments to ensure compliance with the matrix and proactively address any gaps
- Analyze and interpret complex regulatory requirements related to ionizing and non-ionizing radiation, including but not limited to 10 CFR Part 20, 10 CFR Part 30, and relevant state regulations
- Provide expert guidance on regulatory compliance to internal stakeholders, including engineering, manufacturing, and research teams
- Provide support for the process of obtaining, amending, and maintaining licenses for CFS's radioactive materials and radiation-producing devices
- Provide support for the development of license applications, amendments, and renewal requests in accordance with regulatory requirements
- Work closely with regulatory agencies to ensure compliance and address any inquiries or concerns
- Provide support for the development and implementation of license-related procedures and protocols
- Conduct pre-licensing assessments for new equipment or processes involving radiation sources
- Proactively identify and address potential regulatory hurdles for future devices and technologies
- Develop licensing strategies for emerging technologies
- Collaborate with the broader CFS Radiation Protection team, EHS team, and other stakeholders to ensure seamless integration of regulatory compliance into all aspects of CFS's operations
- Maintain detailed records of licensing activities, regulatory reviews, compliance audits, and any deviations from regulatory requirements
- Prepare and submit required reports to regulatory agencies in a timely and accurate manner
- Maintain a robust system for tracking and managing regulatory documents
- Collaborate with department heads and peers to incorporate safety considerations into the design and operation of new equipment or procedures
- Report on safety metrics, incidents, and improvements regularly to management
- Ensure compliance with CFS, local, state, and federal laws, policies, and regulations
- Support broader CFS Radiation Protection team as needed
- Other duties as assigned
The ideal candidate will have most, if not all, of these requirements:
- Bachelor's or Graduate Degree in Health Physics, Physical Science, Engineering, or Biological Science
- 3+ years of professional experience in health physics, with a strong emphasis on regulatory compliance and licensing
- Demonstrated experience working under and applying radiation regulations, specifically 10 CFR Part 20, 10 CFR Part 30, and relevant state regulations
- Experience in managing regulatory compliance matrices and conducting comprehensive audits
- Proven track record of successfully obtaining, amending, and maintaining radioactive materials licenses
- Strong understanding of radiation safety practices, procedures, and equipment
- Excellent analytical, problem-solving, and communication skills
- Experience writing procedures, work plans, or technical documents
- In-depth knowledge of radiation safety laws and regulations, including federal, state, and local requirements
- Proficient in utilizing regulatory databases and resources
- Excellent written and verbal communication skills
- Strong organizational skills and attention to detail
- Ability to work independently and as part of a team
Additional preferred experience and/or qualifications:
- Experience working with a broad scope license in a research or industrial setting
- Experience with radiation facility lifecycle – design, licensing, operation, and decommissioning
- Familiarity with regulatory requirements for non-ionizing radiation (RF, lasers, EMF)
- NRRPT (National Registry of Radiation Protection Technologists) or CHP (Certified Health Physicist) certification is desired but not required
- Ability to occasionally lift up to 50 lbs
- Work in a facility that contains industrial hazards including heat, cold, noise, fumes, strong magnets, lead (Pb), high voltage, high current, pressure systems, and cryogenics
- Perform activities such as typing, standing, or sitting for extended periods of time
- Willingness to travel or work required nights/weekends/on-call occasionally
